Lhian Mendak

Admiral Mendak in 2367.

Lhian Mendak was a male Romulan military officer in the 23rd and 24th centuries. Mendak became a member of the military in the year 2295. (ST novel: Articles of the Federation)

By 2364, he had risen to the rank of Admiral. In that year, Mendak was among the Romulan delegates at a conference with the ambassadors and intelligence officers of the Federation, Klingon Empire, Cardassian Union, and other powers. (TOS - Vulcan's Soul novel: Exodus)

In 2367, Mendak was part of an operation to bring Subcommander Selok, posing as Vulcan Ambassador T'Pel, back to the Romulan Star Empire after she had resided in the Federation for some years, gathering intelligence. In order to expedite her return, Mendak arranged a rendezvous between the IRW Devoras and the USS Enterprise-D, with "T'Pel" aboard, under the pretense of conducting peace negotiations. Mendak faked a transporter accident while bringing Selok aboard, briefly convincing the Enterprise crew that she was dead. Mendak and Selok were able to get away once the ruse was discovered while being covered by several more D'deridex-class warbirds. (TNG episode: "Data's Day")

Mendak fought in the Dominion War and commanded the IRW Rhliailu. He won a key victory at planet Brasîto, earning him the label "Hero of Brasîto". His ship was damaged at one point in a Dominion attack, and he had it repaired at Starbase 375. (ST novel: Articles of the Federation)

Following the coup d'état by Shinzon, and the rise to power of Praetor Tal'Aura, Mendak and his fleet launched numerous attacks against the Remans and their Klingon protectors, including the destruction of a moon of Klorgat IV, a Reman world in Klingon space. When evidence was discovered tying Mendak to these acts, Kalavak - the Romulan Ambassador to the United Federation of Planets - presented a recorded confession from Mendak, allegedly discovered following the ritual suicide of the admiral and his crew in the Vorni system. Both Federation President Nanietta Bacco and Klingon Ambassador to the United Federation of Planets K'mtok were unconvinced that Mendak was not in fact acting under orders from Tal'Aura, but decided they could not retaliate without evidence to the contrary.
