Liam O'Donnell was a 24th century male Human, a Starfleet officer. In the year 2381, he was given command of the USS Demeter, a starship assigned to Project Full Circle, a fleet tasked with exploration of the Delta Quadrant. (VOY novel: Full Circle)

In the 2350s/2360s, then-Lieutenant O'Donnell had once been assigned to help the Kressari, during which time had married a Kressari wife named Alana. At one point, Liam and Alana were expecting a child, but lost the baby due to miscarriage. Alana died of complications due to the miscarriage.

By the 2380s, Commander O'Donnell was considered to be one of the most experienced genetic biologists in the Federation, making him the perfect officer to lead xenobiology research in the Full Circle fleet. However, having earned his rank through academic accolades rather than through command experience, his position as CO of the Demeter was considered highly contentious. With only being in command of a research station for six years as his only command experience, it was decided that O'Donnell would be appointed the Demeter's captain on the condition that he was provided a first officer with considerable command and tactical experience that would supplement his lack of command leadership. Admiral Willem Batiste gave O'Donnell a choice of ten officers to pick to be his first officer, and his choice was Lieutenant Commander Atlee Fife. (VOY novel: Children of the Storm) He was also close friends with Demeter's Chief Engineer, Lieutenant Garvin Elkins; in fact, their friendship was the only reason Elkins agreed to serve on Demeter and accept a Starfleet commission. During their mission to investigate the Children of the Storm, Commander O'Donnell was instrumental in salvaging the relationship between the Children and the Federation with his genetically-engineered plants and organisms, as well as reuniting them with their long-lost mother. During the same mission, Lieutenant Commander Fife attempted to mutiny against O'Donnell, believing that the Children were hostile and that his captain's botanical solution was unfeasible; despite the mutiny and to both Fleet Commander Afsarah Eden's and USS Voyager Captain Chakotay's amazement, O'Donnell elected to keep Fife on as his first officer.
