Kirk in the 2270s decade. By the year 2275, Liftig's specialty was as a nurse in the medical department. (TOS novel: The Better Man)

Liftig was not specified as a lieutenant or lieutenant junior grade, but those two ranks did not have distinct insignia in the 2270s.
