Liria was an Akritirian male who lived in the 24th century.
Liria was an ambassador on the planet Akritiri in the Delta Quadrant and the principal contact to the Federation starship USS Voyager in the year 2373 when they visited the system.
He informed Voyager that the ruling government had sentenced two of its crew members to the Akritirian maximum security detention facility after an earlier terrorist bombing. Captain Kathryn Janeway presented him with evidence clearing her two officers, to which point he informed her that rulings on sentences were final and without a chance for appeal even with new evidence.
