Logaar was a Klingon male who was captain of the IKS meQ'chal until he was killed in 2379.

In early 2379, Tezwa declared sovereignty over the Klingon colony of QiV'ol. Hoping to avoid war and the exposure of nadion-pulse cannons that the Federation had given Tezwa, Federation President Min Zife ordered the USS Enterprise-E to attempt to diplomatically resolve the situation. As a show of force, the Klingons would send ten ships (plus an unknown number of cloaked vessels) under the command of Captain Jean-Luc Picard to help backup the Enterprise. The Klingon fleet was led by the IKS meQ'chal commanded by Captain Logaar.

To begin peace talks, Captain Picard, Counselor Deanna Troi and Captain Logaar beamed to the Tezwan Assembly. When Prime Minister Kinchawn led the Assembly to a vote refusing to apologize to the Klingons, Logaar was outraged. The Tezwans ordered them arrested and Logaar resisted, crushing several bones of the Tezwan nearest him with a single punch. In response, two Tezwan security guards fired their weapons vaporizing Logaar.

Kinchawn ordered the pulse cannons to open fire on the ships in orbit destroying the meQ'chal and all the other Klingon ships with it carrying a total of 6,000 Klingon warriors. (TNG - A Time to... novel: A Time to Kill)
