Lokras IV was a colony planet in either the Alpha or Beta Quadrant. Pirates frequently threatened the planet and seized beautiful women to be sold on the interstellar black market.
The Orion Syndicate operated an illegal drug trafficking ring, which caused social problems among the Orion youth of the planet. Tenger's sister Revna was one youth whose life was destroyed by the drugs available on Lokras IV, and she later died of an overdose in Klingon space. Tenger's family later left Lokras IV for the Orion homeworld. (ST - The Lost Era novel: One Constant Star)
