Lynda Foley was a female Human native of Deneva, who represented that planet on the Federation Council in the 2380s.
She was off-world in 2381 during the Borg invasion of that year, an event which saw the destruction of her world. Following the discovery of over 2700 Denevan refugees aboard the SS Libra by the USS Enterprise-E, Foley contacted the ship, and the senior surviving member of her government, President Gar Tiernan (TNG novel: Losing the Peace)
In or around 2390, Foley convinced a slim majority on the Council to vote against a measure deeming members of Species 8472 in the Alpha Quadrant "unlawful combatants" in violation of the Jankata Accord. (STO novel: The Needs of the Many)
