The M-9 computer was a multitronic computer that was being used by the Daystrom Institute in the late 23rd century.

In 2294, the computer was programmed multiple landing party scenarios that would be experienced by Federation starships. In only 10% of cases did it suggest that it was appropriate for a commanding officer to lead a landing party, and the Institute presented to Starfleet Command. Unsuprisingly, this led to a lot of controversy among Starfleet officers, but eventually a ruling was made that a commanding officer should only command a landing mission in exceptional circumstances, but it was still largely at the discretion of the officer.
