Maltuvis was a Saurian male who ruled the nation of M'Tezir on Sauria in the 2160s. Maltuvis was his given name. He was publicly known as the Basileus.

In the 2160s Soval entered into negotiations with Maltuvis and the Global League to obtain mining rights for Sauria's extensive natural resources. Maltuvis hinted to Captain Bryce Shumar that he desired Federation assistance to conquer the Global League and to put all of Sauria under his rule.

When the Federation decided to remain neutral regarding the political situation on Sauria, Maltuvis turned to the Orion Syndicate, who promised him arms and technical support to help him conquer the rest of Sauria. Maltuvis then decided that he would no longer be known as Basileus, but instead be known by his given name. The Three Sisters planned to use Maltuvis to destabilize the new Federation to the point where they could shatter it into its component pieces, allowing the Syndicate to freely operate once again. By mid 2165 Maltuvis was on the verge of taking over all of Sauria, with only a few holdouts left to oppose him. By then thanks to the Syndicate he acquired space vessels able to bombard his enemies from orbit. (ENT - Rise of the Federation novel: Live by the Code)

In 2266, Federation Starfleet Captain James T. Kirk told Doctor Roger Korby that in promising immortality the scientist had made "the same old promises" of others: Maltuvis, Adolf Hitler, Julius Caesar, Genghis Khan and Asahf Ferris. (TOS episode: "What Are Little Girls Made Of?")
