Martin Niemöller was a German alive during World War II who wrote a statement regarding how he and others failed to act as the Nazis killed various social groups.

In 2156, United Earth Prime Minister Nathan Samuels read Niemöller's statement to an assembly of Coalition of Planets delegates in order to highlight the failure of Earth's allies to help Earth during the Earth-Romulan War. (ENT - The Romulan War novel: To Brave the Storm)
