Martus Mazur was an El-Aurian man.

Mazur used his species' "listening" abilities to con monied individuals. When he arrived on Deep Space 9, he came into possession of a device that altered probability. Mazur conned a station resident into setting up a gambling establishment, with larger versions of the device. When these began to cause chaos, the Starfleet personnel on DS9 destroyed them. Mazur was arrested for fraud, but Quark paid his bail and told him to leave. (DS9 episode: "Rivals")

One event that Mazur's machines had an effect on was a racquetball game between Julian Bashir and Miles O'Brien. (DS9 episode: "Rivals"; SCE short story: "Sargasso Sector")
