Memory Beta, non-canon Star Trek Wiki

Admiral Mattea Hahn was a Starfleet officer who served in the role as Chief of Starfleet Operations in the 2260s.

In 2265, Hahn ordered the USS Enterprise to proceed to the Antares Ship Yards from Starbase 20, so that the vessel could undergo a minor refit similar to the ones performed on the USS Constellation and USS Defiant. (TOS - Crucible novel: The Fire and the Rose)

It has been noted that the Crucible novels take place in a different continuity than other stories, specifically My Brother's Keeper where the Enterprise visited Starbase 33 for the post-Delta Vega repairs and then heads to Earth.
