Matter anti-matter warp cores were a standard aboard Starfleet ships as early as 2256. In that year, such a core was installed on tier 1 Malachowski-class light cruisers. (STO - Age of Discovery mission: "Graduation Day")
In 2270, this core was used by Starfleet on ships like the tier-1 Pioneer-class utility cruiser, and other contemporary ships. (STO - Agents of Yesterday mission: "Earthward Bound")
