Commander Matthew Graff was the commanding officer of Starbase 12 under the direction of Vice Admiral Alice Liu during the Kessok incident of 2378.
His main duty was to coordinate the re-supply and repair of ships docked at the Starbase. Following an attack on Starbase 12 by Kessok and Cardassian forces, Graff equipped the USS Sovereign with experimental phased plasma torpedos. (ST video game: Bridge Commander)
