McGeorge Finnegan was a Starfleet officer in the 24th century who held the rank of admiral between at least 2344 and 2365. He had red hair, although it turned gray later in his career.

In 2344, Admiral Finnegan and several other Starfleet officers traveled with Admiral Edward Janeway and his nine year old daughter Kathryn Janeway from Starfleet Headquarters to Utopia Planitia on Mars. Their shuttle was piloted by Cadet Data.

In 2358, Edward and Kathryn Janeway, along with Kathryn's fiancé Justin Tighe, had dinner with Admiral Finnegan at Mittern Station. The next day, Edward Janeway and Justin Tighe were killed when their ship, the Terra Nova, crashed. (VOY novel: Mosaic)

In 2365, the now Captain Kathryn Janeway was in command of the USS Bonestell on a six-month exploratory mission of the Beta Quadrant. In November of that year, following the mission, Janeway went before a review board consisting of Admiral Finnegan along with Admiral Owen Paris and Admiral Alynna Nechayev. Ensign Tuvok was called in to criticize Janeway's ignorance of tactical regulations on the mission, and it was recommended by Finnegan that Tuvok serve under Janeway on her next deep-space mission. Information

Admiral Finnegan's first name is given only in Pathways. In that novel, he is described as being "in his fifties" which seems inconsistent with his rank of admiral over twenty years before.
