Megar was a Cardassian who was a notable member of the dissident movement on Cardassia Prime that overthrow the stratocratic rule of the Central Command to reestablish civilian-elected control, whereupon he became a councillor on the Detapa Council.

In 2372, Megar was evacuated with the Detapa Council by Gul Dukat and brought to Deep Space 9 aboard the USS Defiant when Dukat's ship was attacked and destroyed by the Klingons. Megar received medical treatment on the Defiant, as well as a blood screening test to ascertain whether or not the Detapa Council members were Changelings, the reason given by the Klingons for the invasion.
