Mera was a Cardassian and a councillor on the Detapa Council.
In 2372, Mera was present at a meeting of the Detapa Council when Gul Dukat brought them news of the Klingon invasion of the Cardassian Union. Mera distrusted Dukat, commenting that Dukat was a member of the old guard who they should have got rid of after displacing the Cardassian Central Command. (DS9 novelization: The Way of the Warrior)
- Mera only appeared in the novelization, but was likely to have been among the council members evacuated to Deep Space 9 in the episode.
