Merken Vreenak
Merken Vreenak was a longtime participant in Romulan politics with a longtime suspicion of the Federation.
Vreenak was a staunch Romulan chauvanist. Gell Kamemor though of him as having a sharp mind, but thought that his decision making process was often clouded by these beliefs (TLE novel: Serpents Among the Ruins).
In 2311, as a proconsul, he demanded to examine the USS Universe data himself to search for Federation duplicity. He also remained unconvinced that Admiral Vokar was responsible for the attack on the Foxtrot sector, stating that it was uncharacteristic of his behavior (TLE novel: Serpents Among the Ruins).
