Merra was a member of Section 31 in the 2370s.
Following the Dominion attack on New Beijing, Merra was assigned to reveal to Ethan Locken the existence of Section 31 and to convince him to join. After agreeing to do so, Locken befriended Merra, who he considered to be someone who deeply believed in Section 31's goals. (DS9 - Section 31 novel: Abyss)
