Michael Clark was a Human man, a counselor assigned to the New Zealand Penal Settlement.

Clark became Benjamin Maxwell's counselor after Abram Gunther left the facility. Clark and Maxwell would often spar with each other if Maxwell and Clark's relationship was that of a therapist and a patient, or a jailer and inmate. After Maxwell was released, Clark met him a few years later. Maxwell had been unsure what to do after his release, so Clark pointed him in the direction of Anatoly Finch, a former patient, currently working on Robert Hooke research station. Maxwell gave Clark a dog he had found, called Horrible. (DS9 novel: Force and Motion)
