Ming Xiong was a human Starfleet officer in the 23rd century. Born in 2234, he was an idealistic young man who joined Starfleet in 2254 to "help" the galaxy.

Though brilliant and highly skilled, he also tended to display hostility toward authority figures.

Initially, Ming was one of only three officers on Vanguard station who knew the truth behind the Federation's aggressive push into the Taurus Reach.

Ming was one of the few survivors in Starfleet's first encounter with the mysterious Shedai Wanderer that an SCE inadvertently activated on Ravanar IV. (VAN novels: Harbinger, Summon the Thunder)

In 2266, he briefed the crew of the USS Sagittarius about Operation Vanguard before their mission to Jinoteur IV. (VAN novel: Reap the Whirlwind)

Ming returned to his position of Director of the Vault in 2268 following Doctor Carol Marcus's expulsion from Vanguard. One of his first tasks was to oversee the construction of an array of Mirdonyae Artifacts and to test the application of its power. This resulted in the planned destruction of Ursanis II, but created a side-effect of anxiety and madness in Tholians. The Tholians mustered an armada and attacked the station to destroy the Shedai imprisoned within the Mirdonyae Artifacts before they escaped. Xiong became cut off in the Vault while Vanguard was being evacuated and was attacked by the Shedai Progenitor who had escaped from the array. He managed to activate the self destruct before he died, killing the Shedai and obliterating Vanguard and many Tholian starships. (VAN novel: Storming Heaven)
