The Ministry of Order was a 23rd century Modalan law enforcement agency.

History[]

The Ministry implemented and policed policies of the totalitarian Krisaia regime, which came to prominence on Modala in the 2260s following their acquisition of directed energy weapons.

In 2267, a rebel group bombed the Ministry of Order facility, then fired weapons out of a truck as they traveled down the street. Shortly after, Modalan police slaughtered the rebels and blew up their truck as a display of unyielding force. (TOS - The Modala Imperative comic: "A Little Seasoning")

The Order maintained a prison compound to incarcerate dissidents. In 2267, Captain James T. Kirk and Ensign Pavel Chekov were captured and locked up with rebels including Stroyka, who eventually led a prisoner escape from the building. (TOS - The Modala Imperative comic: "The Price of Freedom")

Commander Spock and Dr. Leonard McCoy were captured near the prison and brought to the Order's firing squad. Stroyka led a group of rebels to free those who were about to be executed. (TOS - The Modala Imperative comic: "For Whom the Bell Tolls")

The Krisaia regime was eventually overthrown and its members sent into exile, ending the Ministry's reign. (TNG - The Modala Imperative comic: "In Memory Yet Green...")
