Moore was a Human operative of Section 31, who worked for them in the 2270s decade.
Biography
Moore also had ties to the Orion Syndicate. In the year 2270, Moore was sent by Section 31 to help the Archenar IV's High Administrator's son to kill the High Administrator. (TOS comic: "Mission's End"[citation needed])
