Moran Busk was the Ardanan man who first conceived the idea of building a floating city above the surface of Ardana. He designed the city of Stratos, though it would be his son, Soske Busk, who would eventually design the anti-gravity engines needed to make Moran's dream a reality. (CoE eBook: Signs from Heaven)
