Mortran was a male Klingon in the 24th century. He was the head of the House of Mortran, and a member of the Klingon High Council.

Mortran was an ally of Councillor Kryan, and when Kryan was suspended from the High Council due to the actions of his brother, Stren, Mortran had a member of his House, Yakril, son of Wolkor, serve as his cha'DIch before the meqba'. (KE novel: A Burning House)

In late 2379, Alexander Rozhenko, acting on behalf of the Federation, met with Mortran and was able to convince him to pledge his continued support for the Klingon-Federation alliance. (TNG novel: A Time for War, A Time for Peace)

Despite Mortran's political leanings, when the High Council was confronted with sensor readings of the USS Ranger sacrificing itself for the planet Khitomer against the invading Borg Collective in 2381, he pledged support in the conflict against the Borg. (ST - Destiny novel: Gods of Night)
