NCC has been a prefix for Federation starship registry numbers since its inception in the late 22nd century, similar to the NC prefix commonly found in the Earth Starfleet earlier that century.

"NCC" stands for both "Naval Construction Contract" and "Navigational Contact Code".

The phrase Naval Construction Contract was first encountered in Star Trek Blueprints: General Plans Constitution Class USS Enterprise by Franz Joseph Designs, Ballantine Books, 1974.
The phrase Navigational Contact Code is found in David John Nielsen's blueprint sheets U.S.S. Enterprise Heavy Cruiser Evolution Blueprints and Todd Allan Guenther's Ships of the Star Fleet.
