Nanclus was an identity used by an agent of the Tal Shiar in the late 23rd century when he acted as the Romulan Ambassador to the United Federation of Planets in 2293.

Biography[]

Prior to his involvement, he operated a spy network that gathered information about the Federation's negotiations with the Klingons. In his time on Earth, he got to know many Starfleet officers. During the initial planning of the conspiracy, he had a spy/go-between placed in fellow co-conspirator Admiral Lance Cartwright's staff named Lieutenant Laura Mogel. In the year 2293, he was involved in an elaborate conspiracy to ignite a war between the Federation and the Klingon Empire following the explosion of the moon Praxis through the assassinations of Federation President Ra-ghoratreii of Efros and Klingon Chancellor Gorkon, Son of Toq. While Gorkon was assassinated, Ra-ghoratreii was saved by Federation Starfleet Captain James T. Kirk and the conspiracy uncovered; the man known as Nanclus himself was arrested at the Khitomer Accords' opening ceremony. (TOS movie & novelization: Star Trek VI: The Undiscovered Country)

It is not clear why President Ra-ghoratreii allowed a representative of the Romulan Star Empire to view the presumably classified invasion plans for Operation: Retrieve.

Following the Khitomer Accords opening ceremony, Nanclus was returned to Romulus and apparently executed for his crimes. The sentence of death by disintegration allowed the public and the Federation to believe that Nanclus was dead. The man underwent significant cosmetic alteration and resumed his activities as an agent of the Tal Shiar. While the Federation believed Nanclus to be dead, Klingon Imperial Intelligence discovered evidence that Nanclus was still alive.

In 2300, he and other Tal Shiar section chiefs helped Kriosian terrorists by supplying them with isolytic subspace weapons, which they detonated over Da'Kel. After these Kriosian rebels were stopped from destroying Qo'noS with a third weapon, Imperial Intelligence agent Kaj found out where the Tal Shiar section chiefs would be meeting, and assassinated all of them - with the man formerly known as Nanclus being the last to die.
