Nguyen was a male who served in Starfleet in the 24th century.
In 2376 he was petty officer on Deep Space 9. He was on duty in Ops in April of that year when a trio of Jem'Hadar vessels destroyed the USS Aldebaran. Later in September he was working in Ops when there was a dramatic increase in parasite activity on Deep Space 9 and Bajor. (DS9 - Avatar novel: Book One; DS9 novel: Unity)
