Norsa was an Argelian scientist in charge of Newton Outpost.
In 2385, Odo was asked to visit Newton Outpost by Federation President Nan Bacco just before her death. Norsa and her team were studying a Changeling-like entity that, once Odo attempted to link with it, became violent and struck both Odo and Norsa. Norsa suffered a concussion.
