The North American Administrative District was a region on Earth that encompassed the city of San Francisco, and presumably much of the North American continent.

Quark, in a letter to Nog, had the North American Administrative District listed on the address. (DS9 reference: Legends of the Ferengi)

It is unclear what an Administrative District is, or how it would relate to other geopolitical entities established in other sources.
