The Nukolee Customs Health Authority was an organization on Nukolee. It was charged with giving medical examinations to all citizens returning from long journeys in space.
In 2267, Dr. Nazino was the head of the Nukolee Customs Health Authority. In that capacity, he attempted to examine the recently returned Prince Raviki, who refused to allow it. This was actually a ruse so that Nazino, temporarily driven mad, could kill the prince with a bomb disguised as a medi-analyser. (TOS comic: "A World Gone Mad")
