Okrand was an author who lived at some point before or during the 2290s and was known for writing the book Okrand's Unabridged Klingon Dictionary, which was considered to be one of the standard works about Klingonese by 2293.

Okrand's book was one of many works used by the crew of the USS Enterprise-A to present themselves as a Klingon vessel to try and sneak into the Klingon Empire and rescue James T. Kirk and Leonard McCoy from Rura Penthe. (TOS movie: Star Trek VI: The Undiscovered Country)
