Oktesh was a Starfleet officer who served aboard the USS Anansi.
In 2375, Oktesh took command of the Anansi when Captain Y'Lira Medoxa led an away team to the Pandora facility in the Ibarri star system. Captain Medoxa warned Oktesh and the other bridge officers to watch for activity in the defense array that had been co-opted by Axael Krinn in case Krinn activated the array again.
