Orak was Chancellor of the Klingon Empire in the 2250s, during the Battle of Axanar.

History

Orak started his life as a prosecutor in the Klingon justice system. He was seen as a unusual Klingon in his way of doing things involving politics, diversion, and deception. He then found his way onto the High council, eventually becoming Chancellor in 2252 and treading carefully.

In his time as Chancellor, Orak sought Klingons that had his views on politics. He also saw the Federation as a worthy adversary, so he knew he needed new tactics against them. Orak then the Empire's Ministry of Intelligence train and surgically alter their spies to pose as federation members to gather information and disrupt Federation initiatives. However, he decide to talk "peace" with the Federation. After the Battle at Axanar, he agreed to a peace conference on Axanar. The peace conference was able to open negotiations between his empire and the Federation. Around 2267 Orak had passed, and his position as Chancellor was taken by Koval.
