This facility handled administrative functions for starships in orbital drydocks of the San Francisco Navy Yards. Offices and residences were housed in the various circular nodes surrounding the main cylindrical base. (Star Trek: The Magazine Issue 9: "Briefing: Starbases")
The facility was fully manned by draftsmen, engineers, and technicians. (Phase II episode: "In Thy Image")
In 2264, James T. Kirk first assumed command of the USS Enterprise at this station. (TOS novelization: The Motion Picture)
In 2273, Vice-Admiral Kirk beamed to area seven of the Centroplex because the transporters weren't working on the refit Enterprise. He and Chief Engineer Montgomery Scott then boarded a travel pod, which detached from a station airlock and took them to the drydocked starship.
