The Pandronians are a civilization of humanoid lifeforms that are possessed of an ability to independently separate sections of their bodies. They are ruled by a premier who can make completely objective decisions with the help of an organism called the Tam Paupa. Commander Ari bn Bem was a representative of a Pandronian agency who lived in the 23rd century.
The Pandronians enjoyed a friendly relation ship with the Federation, and a mission was approved to have an exchange program when the Pandronians expressed a wish to observe the workings of Starfleet in the 2260s. Commander Bem was allowed to join the crew of the Enterprise as an observer. (TAS episode & Star Trek Logs Nine and Ten novelization: Bem)
