Parn was a male Cardassian who lived in the 24th century.

In the 2370s, he held the rank of Legate and was responsible for the administration of the Cardassian colonies in the Demilitarized Zone following the treaty with the Federation. He was suspected to be responsible for the smuggling of weapons into the zone and attempted to place the blame on Gul Skrain Dukat. (DS9 episode: "The Maquis, Part II", DS9 novel: A Stitch in Time)

He is known to be an opportunist with his actions changing depending on the situation with his stance on the Dominion War unknown by Klingon Imperial Intelligence. It is known that he was responsible for the ascension of Gul Yaltar's rise in the military. (DS9 video game: Dominion Wars)

Following the Dominion War Parn aligned himself with the Directorate, a political group hoping to restore Cardassia to its "former glory". Parn was concerned that Cardassia could one day join the Federation. (DS9 novel: A Stitch in Time)
