Pascal Fullerton.

Pascal Fullerton was a male Human who lived in the 24th and 25th centuries. Fullerton led the New Essentialists, a group dedicated to "restoring" the moral and cultural traditions of the United Federation of Planets, as they believed that Federation citizens had become decadent.

By 2373, Fullerton and the New Essentialists had come to see Risa as the epitome of a self-indulgence they felt was destroying the Federation. Fullerton held rallies, published analyses of recent Federation history and had his followers stage a mock attack on the tourist facilities. Fullerton convinced Worf to join them and Worf shut down Risa's weather grid, allowing the planets true weather cycle of constant rain to be experienced by the tourists. Using the uplink created by Worf, Fullerton later intiated several earthquakes that damaged several buildings. Before he could cause more, he was stopped by Worf. (DS9 episode: "Let He Who Is Without Sin...")

In 2401, Fullerton appeared on Illuminating the City of Light, where he called for a return for human values following the Undine War and organised protests against Federation President Aennik Okeg. Fullerton also condemned Starfleet for trying to negotiate with the Undine. (STO novel: The Needs of the Many)
