Paul Dillingham

Paul Dillingham was a male Human attorney in the 24th century. As a specialist in individual civil rights, he was recruited by Director Barash of the Federation Displaced Persons Agency for a fact-finding mission to the iy'Dewra'ni refugee camp on Pacifica in 2381. He was well versed in the law and the rights afforded Federation citizens by the Articles of the Federation, which led to some unpleasant confrontations between himself and Pacifican officials Osseo Bemidji and Thwa Minha.
