The Pavteal class consisted of a single-body hull. A flat, conical engineering hull broadened to a rearward drive section, and narrowed to a rounded primary hull at the bow. The primary hull, which included living quarters, was flanked by a pair of spear-like protrusions. Compared to the Aria-class patrol ship, the Pavteal had additional coils attached to the hull, and wing extensions on both port and starboard. (VOY episode: "Body and Soul")

This physical structure matched that of the Akritirian patrol ship and a few other alien vessels in use across the galaxy since the 22nd century, with the exception of the additional winglets. The Pavteal-class warship was equipped with hard-mounted phaser banks and photon torpedo launchers. The photonic disruptor was a cannon was designed to fit into the warship and allowed the ship to fight photonic insurgents during the photonic insurgency war. It was supported by redundant sensors and an electronic warfare suite. Twin deflector arrays were tied in to the warp drive assembly to improve propulsion. Vessels of this class had a shuttlebay large enough to store a Federation heavy shuttle. During the Insurgency, the crew of Lokirrim patrol ships was cross-trained, with personnel filling more than one role at any given time. (VOY episode: "Body and Soul")

The Pavteal class had been in service for almost ten years by 2377. It followed the smaller Aria-class patrol ship developed in the late 2360s.

Holograms had risen up and rebelled violently against Lokirrim society.

In the year 2377, a Lokirrim warship detected photonic activity aboard the Federation starship USS Voyager, which had entered Lokirrim space unaware of the restriction on holographic technology. The warship attempted to disrupt Voyager's holodecks but had its weapons disabled when Voyager retaliated. Captain Kathryn Janeway proposed that Voyager would keep its holodecks offline while the Lokirrim escorted them through their space. With no other option, the Lokirrim captain complied.

When Voyager received a distress call from its Delta Flyer shuttle, which had been captured by Ranek's patrol ship, Voyager disabled its escort and departed for a rescue mission. Voyager recovered its ship and crew. The two ships went their separate ways peacefully after the Doctor, Voyager's Emergency Medical Hologram, saved Captain Ranek's life. Starfleet studied information gained by Voyager on the Lokirrim and their ships. Vice Admiral Kathryn Janeway shared some of this at Starfleet Academy and Starfleet Command in 2379. To maintain diplomacy during Lokirrim encounters, ships would have to be free of, or conceal their holographic systems and crew. (Star Trek Adventures module: Delta Quadrant Sourcebook)
