Petrach Sormassov was a Human politician who served as the Federation Councillor from Earth in the late-2330s.
Sometime after 2338, Sormassov gave testimony before the Federation Special Investigation Committee into Doctor Noonien Soong's creation of the android Data stating it is a product of a warped mind and an abomination that will create others in its own image and one day destroy all organic life beginning humanity's long decline to destruction and extinction.
Captain Caroline Victorial Gorden of the USS Tripoli, the vessel that discovered Data, countered in the testimony that Sormassov and others who say that Data is a dangerous monster is an unthinking alarmist and has never heard of Isaac Asimov's Three Laws of Robotics and that Data is more like an innocent child. Captain Gorden also stated that if Data's continued existence further troubled Sormassov that she intended to prevent his dismantling, adopt Data as her own, and sponsor his name in candidacy for Starfleet Academy.
