Phernillia O'Hara was a 23rd century Human woman, born around reference stardate 1/82, in the early 2240s. O'Hara was a career Starfleet officer in the Military Operations Command, and by the 2280s she had risen to the officer rank of captain, in command of the Federation starship USS Silverion.
O'Hara's vessel was ordered, on stardate 2/21, to lead a small fleet of vessels to intercept the USS Cooper at the Federation-Klingon Neutral Zone border, at the order of Commodore Jarv Gouthar of Starbase 14. O'Hara was then assigned to participate in an inquiry panel against the Cooper commanding officer, Commodore William Masefield.
O'Hara's career as a command officer gave her skills at administration, leadership and diplomacy, and competence in the application of computer technology. O'Hara was also knowledgeable at strategy and tactics, negotiation and law. (FASA RPG module: Return to Axanar)
