Doctor Philia Fer was a female individual serving as a Starfleet officer in the 25th century. She worked for Starfleet Medical as a counselor and also worked at Facility 4028 as one of only a small number of organic personnel stationed there, with the Female Changeling as her patient.

In 2409, Franklin Drake of Section 31 tried to obtain recordings of the female Changeling's counseling sessions, but Dr. Fer declined his request. Later on, Drake was sent the information by an unknown source, and Dr. Fer was "no longer a concern." It was suggested that she was transferred to the colony on Elba II. According to The Warden, with Dr. Fer gone, the number of organic personnel got reduced even more. (STO mission: "Facility 4028")

Fer was not seen visually in the game.
