The Phlox Institute was a medical or scientific research facility named after Doctor Phlox of the warp five engine starship Enterprise.

By 2379, Katherine Pulaski was performing research at the institute; the experiment was at a critial stage, and therefore she was only able to take enough time away to attend the wedding of William T. Riker and Deanna Troi on Earth and not their second ceremony on Betazed. (TNG novel: A Time for War, A Time for Peace)

Pulaski was still working for the Phlox Institute in 2385. (ST - The Fall novel: A Ceremony of Losses)
