The Pied Piper was a character in Earth folk tale who, by playing his pipe, lured the rat population of the town of Hamelin away from the settlement. The town's people refused to pay for this services so he used the same ability to lure the town’s children away.

A similar legend, that of the Marching Goddess, originated from the planet Daffodon IX. In 2370 Odo thought himself much like the Pied Piper or the Marching Goddess when he took on the form of an adult Horta to try and lure a group of baby Horta out of the more populated areas of Deep Space 9. Later that year, when the station was suffering an infestation of voles, Julian Bashir sent Miles O'Brien a pipe with a card reading "It worked in Hamlin". (DS9 episode: "Playing God")
