Proctor was a member of the Cytherian species, alive in the 24th century.

Biography[]

By the year 2385, to further his goal of exploration, her fellow Cytherian Caster had constructed the spacecraft that eventually became known to members of the Khitomer Accords and the Typhon Pact as the Far Embassy. However, his plans were foiled by Proctor, who then used the ship to compel representatives of both the Accords and the Pact into attacking multiple communications arrays and subspace telescopes in the region in a bid to first sow panic and then fear of the Cytherians, in order to discourage the Alpha Quadrant powers from seeking any further contact with the Cytherians.

In the end, though, Proctor's plans were thwarted by the crews of the USS Enterprise-E and the USS Aventine and Caster was able to reassert control. Rear Admiral William T. Riker, one of the original eight representatives, then mediated between the two Cytherians and promised them that a team of Federation specialists would be send to continue contact with them in the future.
