The Pygorians are a spacefaring species native to either the galaxy's Alpha or Beta Quadrant.

Malthus Dey, a male Pygorian, barely reached a meter in height. This was described as being average in size for his people. They also had extremely fair skin and eyes that lacked pigment and, at least in Dey's case, a small disk of dark hair crowning on the head. (ST novel: One Constant Star)
