Ra'ch B'ullhy was a Damiani politician in the 24th century.

She was chief of staff to Damiano planetary governor Es'sca G'ullho from 2366 until 2371. When Es'sca decided not to seek a seventh five-year term in the 2371 election, Ra'ch ran for office, and was elected with 85% of the popular vote. Although there was some controversy (as well as threats against her life) when it was revealed she was in a relationship with only one partner, she was able to take office, and retain the support of the majority of Damiani. Also in 2371, Ra'ch became the first Damiani to serve on the Federation Council. (TNG comic: "Perchance to Dream")

In 2379, following the resignation of Federation President Min Zife, Ra'ch was elected President Pro Tempore by the Council, and held the highest office in the Federation until Nanietta Bacco became president following a special election. (TNG novels: A Time to Heal, A Time for War, A Time for Peace)

Perchance to Dream indicates that Ra'ch was both planetary governor and Federation Councilor simultaneously following her 2371 election. It's unclear whether she still held both offices by 2379.
