The Ra-ghoratreii Room was a meeting room on the fifteenth floor of the Palais de la Concorde. Originally called the Red Room (for the color of its walls as specified by the early President Haroun al-Rashid), the room was repainted and renamed in honor of Federation President Ra-ghoratreii shortly after he left office, and also featured a portrait of Ra-ghoratreii.
President Amitra started to use the Ra-ghoratreii Room as her primary office during her administration, feeling that the Presidential Office was too large. President Jaresh-Inyo continued this practice when he assumed office in 2369. (ST novel: Articles of the Federation)
In mid-2372, Constable Odo managed to infiltrate the Ra-ghoratreii Room while Jaresh-Inyo was present, demonstrating to the president his vulnerability to Changeling threat, and the need for more extensive security measures in the Palais, and on Earth in general. (DS9 episode: "Homefront")
When President Min Zife assumed office in 2373, he felt this space was inadequate, and returned to the Presidential Office, thus reverting the Ra-ghoratreii Room to a general meeting space. With its return to use as a meeting room the room featured a large rectangular replicated oak table, capable of seating up to fifty people.
In 2380 President Nanietta Bacco used the Ra-ghoratreii Room for an informal meeting with Artrin na Yel and key members of the Federation Security Council, where it was revealed Artrin had issued an illegal order as Supreme Magisterial Authority of Triex. (ST novel: Articles of the Federation)

The name and history of the Ra-ghoratreii Room are established in Articles of the Federation, which also describes how each Federation President selects a single room for their office, normally the Presidental Office, but the Ra-ghoratreii Room during the presidencies of Amitra and Jaresh-Inyo's, per that specification the Ra-ghoratreii Room must be Jaresh-Inyo's office as seen in the DS9 episodes: "Homefront", "Paradise Lost". However that being the case would seem to contradict the later use of the room which describes it holding a fifty seat table, which would be at the very least a tight fit for the room shown in the episode, and the diagram of the same room as seen in the Star Trek Fact Files. There are several potential explanations for this: The Facts Files diagram could be offering a very literal interpretation of the set from the episodes, which could otherwise be interpreted as a larger room from the angles seen in the episodes alone. Alternatively the office seen in the episodes could have been a different room used by President Jaresh-Inyo at that time for some reason. Additionally the Facts Files describe the presidential offices in singular terms, indicting it may offer an alternate interpretation to that of Articles of the Federation, considering this room and the Presidential Office as seen in Star Trek VI: The Undiscovered Country as a single room.
