Admiral Rafael Douglas was a United Earth Starfleet flag officer serving in the 22nd century, and important figure during the Romulan War. (ST reference: Federation: The First 150 Years)
Abord the Enterprise (NX-01) in 2155, Lieutenant Malcolm Reed told Commander Trip Tucker to talk to him about the feared Romulan threat when Admiral Gardner refused to listen. (ENT novel: The Good That Men Do)
In a holographic program depicting Enterprise's final mission and the foundation of the United Federation of Planets in 2161, Douglas contacted Enterprise and requested Captain Jonathan Archer's approval of protocols for the decommissioning of his ship. Archer refused to deal with the issue until the signing of the Federation Charter. (ENT episode: "These Are the Voyages...")
